2013 Family Friends of Scouting Presentations
Well it is that time of year again! I will need to attend each Troops fall Court of Honor, and each Packs spring Blue & Gold Banquet to give the Family Friends of Scouting Presentation for 2013. PLEASE email me the date, time, and location of these events so I can get them on the calendar. This is very important for our Friends of Scouting campaign and the operation of our council. It helps to serve the Adobe Walls district as well.
Re-Charter Workshop
Re-Charters were due in December. It is very important that each unit that hasn’t already done so, get their unit re-charter complete and into the scout office ASAP! After Jan 1, if the re-charter isn’t in the office your unit will not be covered under BSA insurance, so PLEASE make a solid effort to complete this soon. Please call me or the council office if you are having issues with yours.
Welcome 2013
Happy New Year Adobe Walls! With every New Year comes the rush of resolutions. From loosing weight, and quitting smoking to vowing to save more money, everyone seems to have a good intentioned New Year’s resolution. Adobe Walls is no different. In 2013 I have several I want to see happen. 1) I want Adobe Walls to shoot for JTE gold, but will be happy if we land on silver, 2) I’d like to see at least 2 new Venture Crews and 2 new Explorer Posts (will they be in your community?), 3) I want to see Adobe Walls have 2 district programs in the fall (one Cub Scout and one Boy Scout program such as a district camporee), 4) I want us to develop a solid Unit Commissioner for every unit in the district, AND FINALLY 5) I want to see Adobe Walls excel in Camp Card sales and the fall popcorn sale and lead the rest of the Golden Spread Council. I hope that everyone will help Adobe Walls reach these goals and then I know Scouting will grow in 2013. God Bless!

Hello Quanah Parker District and beyond,
We had an exceptional year for Scouting, and want to invite everyone to the QP District Awards Banquet on Friday, January 18th, at Christian Heritage Church. We have several awards to give out and lots of great accomplishments to celebrate together.
We have some truly amazing folks in QP, and Joni, Steve, and I would really love for everyone to come and show their support. Last year we set a record for the most attended Banquet and this year we hope to see someone from every Unit.
There will be lots of food and fellowship. We’ll be emailing more specific details in January.

Please get your units Recharters turned in as soon as possible. I have received several more that last year at this time, but it’s very important to not have any gap in your Unit Recharter. Let’s not let advancement, and boys slip through the cracks.

I have to say thank you to all Units for turning in your popcorn money was turned into the Council on time.
Recharters
Recharters were due December 14th, as of today December 17, 2012 there are only 7 units out of 18 that have submitted their Charter online. I ask you to please make your family a priority during this Holiday Season but keep the charters on your mind. If you do not submit and get in your paper work by December 31st your Charter will expire, meaning you can no longer advance your scouts or have the insurance. It is vital these get done before the 31st.

Injury Reporting
Unit-level volunteers must report to the council any incident that requires treatment beyond Scout rendered first aid. If, say, a cut finger or a twisted ankle is treated on site, no report is needed. If a cut finger requires a visit to the doctor and stitches, the report must be submitted along with any relevent photographs, doctors’ forms etc. The incident form is located at the link below or on our web site in the forms (safety) section.
Charter Fee increase and name changes
Effective Jan. 1, 2013, what is now known as the “unit charter fee” will be renamed the “unit liability insurance fee” and will increase in cost from $20 to $40 yearly.
As a result, the new fee will begin with units that have December 31, 2012 charter expiration dates (a charter period beginning Jan. 1, 2013).
All units, including Exploring posts, are required to pay this annual fee—100 percent of which goes into the general liability insurance program—when submitting their charter renewal applications. This fee helps defray expenses of the general liability insurance program.
The reasons for the changes include:
- The reserves for open claims have increased significantly over the last several years.
- The average cost per claim has nearly doubled in the last five years.
- Claims payments have doubled in the last two years compared to a five-year average from 2005–2009.
The general liability insurance policy provides primary liability insurance coverage for registered adults and for all chartered organizations on file with the BSA for liability arising out of their chartering a traditional Scouting unit. This policy provides coverage for claims alleging negligent actions that result in either personal injury or property damage.
A chartered organization is an organization that has applied for and received a current Boy Scouts of America charter to operate a Scouting unit. A chartered organization as defined within the policy shall include the chartered organization, its board of directors and/or trustees, and its officer and employees, in their official and individual capacities. This definition also includes a specific position: chartered organization representative.
Chartered organizations do not need a certificate of insurance. The chartered organization endorsement is a part of the insurance policy contract and is enforceable under the policy contract. Old Republic Insurance Company provides the first $1 million in coverage. Additional policies—all providing primary coverage to the chartered organization—have been purchased so that more than $5 million in primary coverage is provided.
There is no coverage for those who commit intentional or criminal acts. Liability insurance is purchased to provide financial protection in the event of accidents or injury that occurs during an official Scouting activity.

Service Hour Reporting
Every time your Scouts or Unit do a service project, the unit should enter the information into the Good Turn System. Service projects can be cleaning up a local park, working at a community event, Food Drives, and Eagle Projects. by entering this date, you will not only be doing something great for the community and being recognized for it but helping your District and Council with their JTE scores.
Public Comment Period Now Open for New Wilderness First Aid Curriculum NEW
The Health and Safety Support Committee Wilderness First Aid Task Force is meeting in February to consider changes to the current Wilderness First Aid Curriculum and Doctrine Guidelines, initially published in 2009. The public comment period is now open, and comments will be considered until Feb. 1.
Comments should be submitted to the Health and Safety team via email to scott.kilian@scouting.org who will forward it to the right folks. Please include supporting rationale, documentation, and/or evidence for proposed changes.

The 2013 Camp Card is now in work! We are updating vendors and have added several additional card locations. The District Executives will be contacting each unit to get their committment. We have provided some initial information to every unit in the form of a mailing but if you would like to see it and/or jump on board early, we have also included the Committment Form.
